Schick's presentation is available here: Download drshick091907. What kind of rules generate efficient spending decisions?ĭr. Rules inevitably limit discretion over spending and limit flexibility - so should governments be parsimonious is devising new rules? What use should be made of fiscal/budget rules in low-income countries? The seminar gave rise to interesting questions such as:

  • Contingent liabilities and other sources of fiscal risk.
  • The Tax Expenditure Budget and the Regulatory Budget.

Herbert Stein's proposal to allocate the budget as a share of GDP.Some tools could potentially be transformed into rules, but have not been (at least not yet): Fiscal rules (e.g., the EU's Stability and Growth Pact) that limit key fiscal aggregates, such as the fiscal deficit.Medium-term expenditure frameworks that limit future spending.Baseline projections that estimate the future cost of current policies.Tools that have been cast into decision rules include:

Alternatively, analytic tools can be used to inform decisions, but not to dictate how governments allocate resources. Many analytic concepts can be formulated into rules that guide or constrain decisions on the budget or fiscal policy. In my research, I use a combination of genomics, proteomics, molecular biology, screening and imaging approaches to dissect the functions of individual BAF subunits in cancer and developmental disease. The American Center of Research is saddened to announce the passing of Dr. Mutations in genes encoding BAF complex proteins occur in more than 20% of all human cancers and developmental diseases. My research focuses on one particular class of chromatin remodelers known as BAF complexes, which are very large multi-protein complexes containing many subunits. ATP-dependent chromatin remodelers can modulate chromatin accessibility by moving or evicting nucleosomes. This packaging provides a regulatory layer for DNA accessibility and therefore all DNA-dependent processes, such as transcription, DNA repair or replication. Genomic DNA is highly compacted into chromatin in order to fit into the nucleus of a cell.
